Canada Plans New Express Entry Categories for 2026

The Canadian government has announced that in 2026, it will introduce three new occupational categories under the Express Entry immigration system. These new categories aim to simplify and accelerate permanent residence applications for highly skilled foreign workers in critical fields.

According to a public consultation notice published by Immigration, Refugees and Citizenship Canada (IRCC), feedback will be accepted until September 3, 2025.

Proposed New Categories

1. Leadership (Senior Managers)

Targeted at highly skilled senior managers who oversee company or organizational operations and lead teams. The government expects this category to boost Canada’s competitiveness, drive digital transformation, and enhance productivity by attracting experienced global leaders.

2. Research & Innovation (Scientists and Researchers)

Focused on researchers and scientists in select fields. IRCC highlights that scientific research and innovation can stimulate economic growth and improve overall productivity. Specific subfields to be prioritized have not yet been defined.

3. National Security & Defence (Military Personnel)

Proposes prioritizing highly skilled military recruits from allied countries to support the Canadian Armed Forces and national security objectives.

Potential Impact on International Students

Express Entry categories can influence eligibility for Post-Graduation Work Permits (PGWP). Since 2024, 119 fields of study remain eligible while 178 were removed. The new 2026 categories may trigger additional adjustments, with updates expected early next year.

Alongside the new categories, IRCC will maintain its focus on sectors facing labour shortages, including:
